Looking ahead to COP30 – P4P meets with members of the Brazilian Congress

As part of a two-day parliamentary visit hosted by the Inter-Parliamentary Union (IPU), members of the Brazilian Congress met with Peers for the Planet and cross-party UK parliamentarians to exchange views on the road to COP30, which Brazil will host in November 2025.
Although the official focus of the visit was on digital regulation and online safety, the Brazilian delegation made clear they couldn’t pass up the opportunity to discuss climate policy and COP30 with parliamentarians deeply engaged in the issues.
As is often the case for these large global summits, there were discussions about the readiness of Belém, the Amazonian city set to host COP30, and UK parliamentarians were able to share some lessons learnt about what worked well in Glasgow to make it a success.
In terms of emerging priorities for the negotiations, there was agreement that how we build resilience in a warming world - and who pays for it - will be high on the agenda.
The Brazilian MPs acknowledged that while their Parliament is not uniformly pro-environment, there had been a recent focus on urban planning for climate resilience. This includes supporting Minister Marina Silva, a globally renowned environmentalist, to advance legislation to help finance and support municipalities to plan for and respond to the increasing climate impacts they are facing.
As COP30 will be hosted in Belém, the gateway to the Amazon, there was also a discussion about how this year’s gathering presents an opportunity for Brazil to provide global leadership on deforestation – and inspire other countries to follow President Lula’s ambitions to end deforestation by 2030.
Finally, P4P Chair Baroness Willis shared copies of P4P and the University of Exeter's Parliamentarians’ Guide to Climate Change with the visiting delegation, which brings together analysis from world-leading climate scientists to help guide politicians in the delivery of our vital climate and nature targets. There are also plans underway to translate the guide into Brazilian Portuguese to be launched at COP30 – more soon.
